Chord symbols reflect overall harmony?

what does this mean when it is in notation. As an example, 'Pretty Woman` by Roy Orbison.

Generally, yes the chord symbols might indicate the overall harmony implied by a riff or line.  For example the main riff in that tune might have E, or E7, or even E9, because the riff contains (& implies) all the notes of those chords even though the full chord is not played.  Is that the specific example you are referring to?

it is the main riff, just individual notes and no chords
